Tartu is a city that reveals itself slowly, quiet on the surface, exceptionally well-organised beneath. It is Estonia's second-largest city but feels like a proper university town: walkable, safe, academically serious, and with a genuine culture of intellectual life centred around the university. The cost of living is genuinely low by EU standards. Rent, food, and transport are affordable in ways that surprise students who associate EU membership with high prices. The Indian student community is smaller than in Warsaw or Krakow, but the tight-knit nature of Tartu's international student community often creates faster, deeper friendships than in larger student cities.
