Orel State University, one of Russia's oldest universities, founded in 1931 and named after the celebrated Russian novelist Ivan Turgenev, who was born in the Oryol region, is a large and well-established comprehensive public university in Oryol (Orel), located approximately 360 kilometres southwest of Moscow. The university is a 'Flagship University', a government designation for universities of exceptional regional and national significance, and is consistently ranked among the top 5 medical colleges in Russia. Its world ranking is approximately 5,490th globally, and its national ranking is approximately 143rd in Russia. With over 18,000 students, including 2,000+ international students from 40+ countries, Oryol State University operates one of the largest and most internationally diverse student communities among regional Russian universities. The Medical Faculty at OSU offers an English-medium MBBS programme that is recognised by NMC (India), WHO, UNESCO, ECFMG (USA), FAIMER, MCC (Canada), and GMC (UK equivalent), and is listed in the WDOMS with a recognition portfolio that covers the widest range of international licensing pathways of any institution on this list. Graduates are eligible for NExT in India, USMLE in the USA, PLAB in the UK, and equivalency processes in Canada. The university has 297 educational programmes across its faculties, with 940+ doctors and students in the medical field. The 19.64% FMGE pass rate reflects the genuine difficulty of the NExT/FMGE examination that all foreign MBBS graduates face, and OSU prepares students through structured coaching from the early years. Three hostels are available, with the third specifically reserved for Indian students. A dedicated facility that ensures they have a community-appropriate living environment with Indian mess catering. Sports clubs, 12 sports leagues, 24/7 security, and all standard amenities round out the campus infrastructure. The annual tuition fee at OSU is RUB 2,17,000 (approximately ₹2.19 lakh), the second-most affordable on this Russia list, with hostel fees of RUB 21,000 annually. This price point, combined with the Flagship University status, UNESCO recognition, ECFMG eligibility, and a dedicated Indian hostel, makes OSU one of the most compelling affordability-plus-recognition combinations available in Russia. Oryol itself is a historically significant city, quiet and safe, with a warm student culture and a manageable cost of living well below that of Moscow.
